End the Capital Gains Inflation Tax!

Under our broken capital gains tax system, Americans can face penalties on investments that actually lost value after being adjusted for inflation. It's time to stop taxing capital gains as if they are actual gains. Americans should not have to suffer from an inflation tax on investments that is beyond their control to avoid. There are trillions of dollars of assets that would be freed up for higher-value use if selling them did not trigger massive tax liabilities on inflationary gains. Eliminating this tax will unleash a tidal wave of new investment, raise wages and household net worth, and increase returns to shareholders. The tax code does not define "cost" for capital gains purposes and courts have deferred to agencies to decide whether it means historical or inflation-adjusted. I therefore urge you to direct Secretary Mnuchin to index capital gains taxes to inflation.
